Tens of Thousands of Construction Projects Stalled by Appeals Process
Housing Crisis Further Exacerbated Due to Mismanagement and Neglect
The housing crisis in Israel continues to worsen as neglected bureaucratic systems prevent the authorization of building projects nationwide.The Israeli Interior Ministry’s Planning and Construction Committee has six appeals boards throughout the country, one for each regional district.Each committee is composed of five lawyers who review appeals on a part-time basis, in addition to working their own full-time jobs.Fees are paid to these lawyers for each case reviewed. However, the compensation they receive is not comparable to their standard wages as practicing lawyers.Therefore, they do not prioritize reviewing construction appeals.As a result, there are currently tens of thousands of construction projects throughout the country that cannot proceed pending review.These projects include new apartments and improvements to existing buildings.Although the appeals committees are legally required to come to a decision on each case within ninety days of its…
